Obama Supports UN Arms Treaty

The United Nations has passed the U.N. Arms Trade Treaty (ATT), with the support of the Obama administration, but without the support of Iran, North Korea, and Syria.  Twenty-three countries abstained from the vote.

The Washington Times reports:

The long-debated U.N. Arms Trade Treaty (ATT) requires countries to regulate and control the export of weaponry such as battle tanks, combat vehicles and aircraft and attack helicopters, as well as parts and ammunition for such weapons. It also provides that signatories will not violate arms embargoes, international treaties regarding illicit trafficking, or sell weaponry to a countries for genocide, crimes against humanity or other war crimes. …

American gun rights activists, though, insist the treaty is riddled with loopholes and is unworkable in part because it includes “small arms and light weapons” in its list of weaponry subject to international regulations. They do not trust U.N. assertions that the pact is meant to regulate only cross-border trade and would have no impact on domestic U.S. laws and markets.

Critics of the treaty were heartened by the U.S. Senate’s resistance to ratifying the document, assuming President Obama sent it to the chamber for ratification. In its budget debate late last month, the Senate approved a non-binding amendment opposing the treaty offered by Sen. James M. Inhofe, Oklahoma Republican, with eight Democrats joining all 45 Republicans backing the amendment.

The Washington Times story further states: [emphasis added to quotes]

White House spokesman Jay Carney said Tuesday that “we are pleased to join with the consensus” on the treaty, adding that before the White House gets to planning on how to get it through the Senate, it will first review and assess the language of the treaty itself.

Despite the Senate vote, numerous groups have pressured Mr. Obama to support the treaty, and Amnesty International hailed Tuesday’s vote.

Like Obamacare, do they have to read the treaty to find out what’s in it, after already supporting it at the U.N.?  Next Obama will plan “how to get it through the Senate.”

This news comes on the heels of reports that legislators, mostly Democrats, in various states propose some alarming and, according to Judge Andrew Napolitano, mostly unconstitutional gun control laws:

In Connecticut, proposals include:

—Ban sales of high-capacity ammunition magazines;

—Background checks for private gun sales;

—New registry for existing magazines that carry 10 or more bullets;

—Statewide dangerous weapon offender registry, which lawmakers said is the nation’s first;

—Immediate universal background checks for all firearms sales;

—Expansion of Connecticut’s assault weapons ban;

Safety training and other requirements to buy any rifle, shotgun or ammunition;

—Increases minimum age eligibility for purchase of some semi-automatic rifles to 21;

— Expands requirements for safe storage of firearms;

— Increases penalties for firearms trafficking and illegal possession offenses.

In California:

Democratic lawmakers are pushing like never before to regulate or tax ammunition sales. …

“It’s a way to red-tape the right to bear arms to death,” said Chuck Michel, the California Rifle and Pistol Association’s attorney, promising to sue if any such bills pass. “It’s all part of a campaign of shame, the fight to make it as difficult as possible for law-abiding citizens to make the choice to have a firearm for self-defense.” …

[One] bill would require all ammo dealers to be licensed and all ammo buyers to provide identification information that would go to a state registry. …  Another bill … would require a background check and an estimated $50 fee for a one-year permit to buy ammunition. …

[A] 10 percent tax on ammunition to fund crime prevention — might merge with another lawmaker’s proposed nickel-per-round tax to fund mental-health screening for children. …

California’s 2009 law requiring dealers to record all handgun ammunition sales remains in limbo after an appeals court ruled that it’s too ambiguous because some rounds can be used both in handguns and rifles. The bills now pending would affect all ammunition.

Ammo rights are similarly infringed upon in other parts of the country:

Illinois, Massachusetts, New Jersey and the District of Columbia now require some sort of license to buy ammunition. New York passed a law in January requiring background checks for ammo purchases, but it hasn’t taken effect yet.

That same story reports that at the national level:

[T]he Stop Online Ammunition Sales Act of 2013 … [w]ould require face-to-face purchases of ammunition, require licensing of ammunition dealers and reporting of bulk purchases of ammunition. …

[T]he Ammunition Background Check Act of 2013 … [w]ould require an instant background check for the purchase of ammunition and would restore pre-1986 requirements that sellers track their inventory and keep records of their customers. Purchases of 1,000 rounds or more, or thefts of large amounts of ammunition, would have to be reported to law enforcement.

Another story reports that

a contingent of liberal Democrats in Congress is proposing a new federal gun control idea: mandatory liability insurance for gun owners. … [The bill] requires gun buyers to have “a qualified liability insurance policy” before they are able to legally purchase a firearm. It also calls for the federal government to impose a fine as much as $10,000 if a gun owner doesn’t have insurance on a firearm purchased after the bill goes into effect. … The bill would also make it a federal crime to sell a firearm to anyone without insurance.

Quite obviously, they’re laying the groundwork for making gun owners liable for any crimes committed by those who steal their guns. Once liability is established and lawyers get involved, big settlements and the soaring cost of gun owners insurance will make owning a gun too expensive for most Americans.  Similarly, taxes and licensing fees will make exercising their right to keep and bear arms that much more onerous.

Voluntary (actually involuntary) backdoor civilian disarmament, by any means necessary.

Obviously, as well, is that all of these proposals are unconstitutional, as Judge Napolitano said this morning on the Jamie Allman Show in St. Louis.  Nobody can be required to buy insurance as the price for exercising a constitutional right. 

Proponents compare this proposal to insurance requirements for automobile ownership; yet there is nothing in the Bill of Rights that specifically protects automobile ownership.  The Second Amendment exists to protect our right to keep and bear arms:  that right “shall not be infringed.”

Every one of these proposals “infringe” upon the right to keep and bear arms. Coming on the heels of the U.N.’s ATT, these AMMUNITION control proposals raise many red flags.  No doubt, we shall soon hear ourselves labeled conspiracy theorists, once again; but by now we’re used to that.  Tell me that THIS is nothing more than yet another coincidence:

Shortages resulting from an unprecedented demand for ammunition by federal agencies and the civilian market are causing some police departments to look at cutting back training …

One source the civilian market particularly looks at is for cartridge casings, and in a time of high demand, having them available for reloading ammunition becomes a significant interest. One of the prime suppliers for expended brass is the military, so their compliance with appropriations requirements and public law becomes a matter of heightened public interest.

Thinking that compliance issues over unauthorized destruction rather than resale of brass had been resolved back in 2009 and again in 2010, tips that the practice was ongoing and continuing resulted in a special Gun Rights Examiner investigative report in January about reports of destruction at Fort Drum in New York, but not in clarification from responsible authorities. …

The author goes on to report that our government (apparently against military policies, “appropriations and public law requirements”) uses a machine called a “deformer” to deliberately make spent ammo “unserviceable” so that it cannot be sold on the civilian market for reloading.

This is an end run around the spirit, if not the letter of, the law.  A clause in the law allows them to not sell spent ammo for reloading if it’s “unserviceable” or “unsafe”.  Deliberately deforming the shells makes them unserviceable.

The author attempted to get answers to specific questions, but was stonewalled or ignored, at first. Recently the author received a memo indicating that policies were changed in June of 2011.  The author’s sums up:

“DoD will dispose of ESACC [expended small arms cartridge cases] as quickly and effectively as practical, and in compliance with applicable laws, regulations and DoD guidance.”Of relevance, it also states “The DoD will not expend resources to determine whether ESACC are serviceable for non-military purposes. [After making them unserviceable?]“The DoD will continue to make available a reasonable portion of the ESACC supply intact for such sale,” the guidelines continue, albeit not defining how “reasonable” is determined, “with the goal of optimizing the receipt and return of sales proceeds.The guidelines also specify the guidelines apply to the continental United States, “to avoid significant expenditures in transporting ESACC.”

In answer to a question raised about brass destruction … the guidelines “will not impair the operation of QRP [qualified recycling program] at military installations within CONUS [contiguous US] that rely on direct sales of ESACC to support their recycling program or Morale, Welfare and recreation program. Such installations and activities may continue to crush, shred, deform or otherwise demilitarize ESACC prior to direct sale.”

These specifics directly address original questions posed by Gun Rights Examiner that were sidestepped when for-the-record comments were requested, and would indicate the direction the installations are following comes straight from the Pentagon. Whether that squares with the spirit and intent of public law and appropriations requirements, and what higher-level directives or understandings, if any (as well as past precedents), shaped the 2011 guidance memorandum under which the bases are operating, are new questions to be explored.

Forgive me for being skeptical, but we have a government that seems to be deliberately creating a shortage of ammunition by entering into contracts to purchase as many as two billion rounds of civilian, not military, ammunition.  Allegedly, they plan to use this ammo for DHS and border patrol training, although “Big Sis” Janet Napolitano dodges and weaves when asked by our representatives why the DHS is stockpiling ammunition.  Now we see that, although the law seems to require the military to sell spent shell casings on the open market for reloading, the military deliberately deforms cartridge cases, so that they don’t have to sell to them to civilians, thus making ammunition that much scarcer.

This is a full court press to disarm the People and to do away with our Second Amendment rights, without amending the Constitution.  While ultimately the Supreme Court MAY strike down these laws (should they make it through the legislatures) in the meantime, the Obama administration will run the clock–building that database and disarming the People, one gun at a time.  If they can’t get the guns, however, they can defang them by making ammunition impossible to obtain; or they will make it too expensive for anyone except rich Hollywood celebrities to own guns.  Will our Congress allow these laws to pass?

The leftists are not going to stop. The proponents of these unconstitutional, infringing laws admit that these are simply small steps, INCREMENTAL steps.  They make no bones about admitting that their ultimate goal is to totally disarm the American people.

It occurs to me that we ought to REQUIRE journalists to carry liability insurance in case they offend someone or in case their bias causes heart attacks, for example, amongst conservative viewers and readers. (I, for one, would love to be compensated for the stress that the media has caused me for at least the past 5 years.)

    Similarly, we ought to require that leftist politicians carry liability insurance for the same reason.

    Similarly, we ought to require makers of violent videogames and producers of violent TV shows or movies to carry liability insurance in case those who were INFLUENCED by their productions (such as James Holmes and Adam Lanza, among others) harm others.

    Liability lawsuits should be encouraged so that those who influence these mass killers are suitably made to pay, just as leftists expect to extract settlements from gun owners who are victims of theft and fast food producers, who “cause” obesity amongst “the children.”

  6. United Nations Adopts Global Arms Trade Treaty

    The U.N. General Assembly passed a landmark international arms trafficking treaty tying weapons exports to potential human rights threats. Among other things, the treaty prohibits countries from exporting conventional weapons in violation of arms embargoes, or weapons used to commit genocide, crimes against humanity, war crimes or terrorism, the BBC said. It also requires countries to keep conventional weapons from entering the black market.

    Iran, Syria and North Korea last week blocked an effort to approve the treaty by consensus and opponents said much of the language was too vague. Russia led a group of nations that abstained. The United States voted in favor of the measure despite pressure from the National Rifle Association, which opposed the treaty and said it would work to ensure it isn’t ratified in the U.S. Senate.

    However, with or without U.S. ratification, as soon as 50 countries approve the treaty it will become international law.

    Diplomats have worked for nearly 10 years to reach agreement on principles to control the flow of such arms, the BBC said. Attempts to finalize the treaty last year collapsed after the United States, Russia and China, said they needed more time to consider the issues.

    The treaty covers an estimated $70 billion trade in tanks, armored combat vehicles, large-caliber weapons, combat aircraft, attack helicopters, warships, missiles and launchers, small arms, light weapons and ammunition.

      • Muslim countries, for the most part, supported it, as did dictatorial governments. Of course, they don’t want an armed populace! Small arms to be controlled and countries must make sure they’re not trafficked on the black market. Now how would the US do that, if not by registering and locating every weapon?

    • How will this affect the CIA’s supplying of arms to Syrian rebels? Shall we take a look at Obama’s part in the Benghazi attack or Hillary’s as she is now known as the leader of the Syrian arms sales, and Ambassador Stevens acted as their puppet? How about Obama supplying arms and machinery to Al Qaeda in Libya? The Obama Administration armed rebels without knowing their affiliation before doing it. How about the US arming those who were fighting that madman in Africa? Will the UN hold them accountable for previous acts when weapons start showing up in terrorist attacks anywhere?

      Who is the UN most worried about do you think? Who is the UN trying to prevent from acting? I believe they are most worried about the super powers, the US, Russia and China. Russia and China are looking at $ signs and will do whatever the hell they want. I doubt they will follow the international law should it become ratified by 50 countries. The little countries rely on the larger ones to help them out when uprisings occur. The black markets will thrive.

It’s interesting to consider the “spin” that the ambassador was there to “make sure that guns didn’t fall into the hands of terrorists.” If you look at it in light of what they now suspect about Hillary and the gun running, that’s sort of true: He was there picking and choosing who WOULD get the guns; but the spin makes it sound AS IF they were simply gathering up loose weapons and securing them, not passing them on to Turkey to be used in Syria by “rebels” who happen to be Muslim jihadists. I suspect the UN, like Eric Holder, will pick and choose who and what they prosecute under their new “international” laws.

      • I know this is out there, but I always thought Stevens was playing a secretive role for some higher ups, but the reason why may be what seems out there. Long ago I had checked into who Stevens was and the funny thing is, when he is introduced to the public as the “new” Ambassador to Libya the short film biographies of him were weird…they show him several ways stairing at the Statue of Lincoln, and several places as he waslks around in Wa. the dominant object in the video is the giant Obelisk (the peter thing) in the background. What’s that thing caled , the needle thing??? It’s got many esoteric meanings behind it. It seemed to dominate Stevens bio.

Chances are, they’re going to give every vet a psychiatric exam and somehow determine all of these TRAINED military guys are ineligible to have guns.     DHS Explains Plans To Buy 1.6B Rounds Of Ammo: We’re Buying in Bulk to ‘Significantly Lower Costs’

    The Department of Homeland Security (DHS) has responded to a letter dated November 13, 2012 from Senator Tom Coburn (R-Okla.) regarding the agency’s ammunition purchases.

    Sen. Coburn published the response on the U.S. Senate Committee on Homeland Security and Governmental Affairs website yesterday, April 1, 2013.

    The response, dated February 4, 2013, says that DHS buys ammunition in bulk to “significantly lower costs.”

    The letter states:

    “DHS routinely establishes strategic sourcing contracts that combine the requirements of all its Components for commonly purchased goods and services such as ammunition, computer equipment and information technology services. These strategic sourcing contracts help leverage the purchasing power of DHS to efficiently procure equipment and supplies at significantly lower costs.” …”

    • Will they (Congress) buy this reasoning at a time when our economy is stagnant, and the country is deep in debt? Are they, DHS, trying to lock in a price with the vendors? When does delivery occur – in staggered amounts? I would want to see the contract especially if ammo is unavailable to civilians now. DHS and its affiliates are stockpiling for future events? I can see buying in bulk and locking in a price, but delivery doesn’t need to occur for the entire amounts ordered. It is peculiar that delivery was to organizations that don’t need ammo. I hope Sen. Coburn keeps questioning the reasoning because it doesn’t make sense to have it all delivered immediately or as soon as manufactured.

      • I heard on radio, but don’t have independent confirmation, that the contracts require the ammo manufacturers to fill government contracts BEFORE any others; therefore, ordering massive amounts creates and maintains shortages for civilians. I’d like to see the contract, too. Actually, it ought to be online somewhere, shouldn’t it?

    There have been 70,291,049 background checks for gun purchases since President Obama took office, according to data released by the FBI.

    In 2009, the FBI conducted 14,033,824 background checks. If we subtract the month of January (Obama did not assume office until the end of the month) we get 12,819,939.

    The FBI conducted 14,409,616 background checks in 2010, 16,454,951 in 2011, and 19,592,303 in 2012.

    Add to that the first three months of 2013 (2,495,440, 2,309,393 and 2,209,407, respectively) and the total number of background checks under President Obama comes to 70,291,049.

    Over the same time period, the number of background checks completed under President George W. Bush was 36,090,415, or about half the number conducted under Obama.”

They used the excuse , she hadn’t been there but a few days/some said weeks…..that is the lady I am referring to Rachel..there’s a photo of her with her brown dog. That’s the lady. Guess what, if this is a county school , she’d have been listed. You don’t come to work, just show up for work and later get put into the sytem…that wouldn’t work in their hiring and money appropriations for an additional teacher. Her mother or aunt said she was supposed to go to work sooner (which would even give her more time to be in the system),but she had the flu so she was not able to come the week earlier like she was supposed to. And her funeral home associations, weird. you do recall how these kids, some of them were buried on the 16th, yet I’ve never seen so much coordinated colors for funerals, even the men had purple ties for the Hockley kid or the Pozener kid. All of them had coordinated color themes, balloons, scarfs, TIES. How many men are going to find a purple tie a day before a funeral??? One photo at RAchel D’avino’s funeral shows the back of two women dressed in there preverbial funeral dark clothing, yet they had what appeared to be a brand new RAINBOW colored umbrella.     Speaking on the Senate floor minutes before the vote to move gun-control legislation forward, Mike Lee (R., Utah) urged postponing the cloture vote because none of his Senate colleagues has yet had a chance to read the entire bill. “We’re trying to prevent the ability of members to push through legislation before anyone has had the time to read and evaluate the language,” Lee said. “As of this morning, as of this very moment, not a single senator has been provided the legislative text of” the background-check provision proposed yesterday by senators Joe Manchin and Pat Toomey, which Lee said was the “centerpiece of this legislation.” …

    Obama’s political army OFA is already emailing its minions to keep the pressure up on Congress to pass the bill — which no one has actually read.

    But table that for a minute. President Obama promised that Americans would have 72 hours to read bills, which would be posted online, before they would be voted on or passed. Instead of that, we have an opaque government that continues voting on laws that even members of Congress have not read.

    This is unacceptable in a republic. We should not be passing bills in order to find out what is in them.”

      “Sen. Mark Kirk: Booze and boat parties smoothed bipartisan gun deal”

      Sen. Mark Kirk says the real driving force behind the gun deal that was hatched by bipartisan work was booze and boat retreats.

      The Illinois Republican said to reporters that visits to the Black Tie, a yacht owned by Democrat Sen. Joe Manchin, played a large role in the Democratic-Republican come-together over background checks and other legislation related to gun control, Roll Call reported.

      “You guys really ought to go out to National Harbor and see the Black Tie, which has been much of the reason for much of the bipartisan cooperation around here,” he said, as quoted in Roll Call.

      Frequent visitors to the luxury vessel: Democrat Sen. Kay Hagan and Republican Sen. Lisa Murkowski, Mr. Kirk said.

      “Sometimes alcoholic beverages might be served and ties might … get loosened,” he said, in Roll Call.

      Mr. Manchin and Mr. Kirk are known in the Senate as great friends, both in and out of office, Roll Call said.”

    Please sure all your friends in every State see these names. The vote and the bill is a matter of public record.

    Over the weekend, we came four votes away from the United States Senate giving our Constitutional rights over to the United Nations. In a 53-46 vote, the senate narrowly passed a measure that will stop the United States from entering into the United Nations Arms Trade Treaty.

    The Statement of Purpose from the bill read:

    “To uphold Second Amendment rights and prevent the United States from entering into the United Nations Arms Trade Treaty.”

    The U.N. Small Arms Treaty, which has been championed by the Obama Administration, would have effectively placed a global ban on the import and export of small firearms. The ban would have affected all private gun owners in the U.S., and had language that would have implemented an international gun registry on all private guns and ammo.

    Astonishingly, 46 of our United States Senators were willing to give away our Constitutional rights to a foreign power.

  37. By chance I came upon this FR link from 2002. It’s an article you have to read it in it’s entirety. But one thing I wanted to point out once again was the Communist Alger Hiss’s connection to the UN. Miri, maybe a post one day regarding the Alger Hiss connection to Obama’s, ex would excellent idea I think 😉

    The UN was founded at the San Francisco Conference in 1945, as the war was coming to an end. The Secretary-General at the UN conference was a distinguished gentleman names Alger Hiss, movie star-handsome, endlessly efficient and consummately charming. Hiss helped draft the UN Charter. Without credentials signed by Alger Hiss, it was impossible to get into the conference. In a historic news photo that probably appeared on the front page of every newspaper in the United States, President Harry S. Truman and Hiss are shown together on the dais.

    As Director of the State Department’s Office of Special Political Affairs, Hiss appointed the members of the U.S. delegation to the UN. At the infamous Yalta Conference in the Soviet Union, in February, 1945, where much of this was arranged and where central Europe was secretly deeded to Stalin, Hiss stood at the dying Roosevelt’s elbow.

    There was only one problem. Alger Hiss was later exposed as a Soviet spy; he was convicted of perjury and imprisoned for lying under oath about his Communist activities. No doubt that was why, at the first London Conference in 1946, a couple of years before he was exposed, Hiss arranged for the Soviets to run UN military activities and for the United States to run UN financial activities, which meant in effect that the Soviet Union won the right to run the UN and we won the right to pay for it. It is important to note that Alger Hiss was just one of many Soviet UN maggots. How likely is it, do you think, that George W. Bush doesn’t know all this?
