Why Now and Without a Referendum by the Residents of Puerto Rico?  The Vote is Thursday, April 29th!  A refounder called and told Glenn Beck about this vote.  According to Wiki, if Puerto Rico were a U.S. state, it would rank 27th in population, and have six seats in the House of Representatives.  Puerto Rico is now a US Commonwealth. Is this being done now without the consent of resident Puerto Ricans to add to the Democratic voters in November? Why is this major bill not being covered by the mainstream media?

Congress isn’t asking if Puerto Rico wants to be a state. When they were asked before if they wanted statehood, they said, NO! they didn’t want to become a state. They voted on it 3 times..not once, but three times, and the answer was No!

They already receive many of the benefits that are available to US citizens. This bill is about the November election and adding voters to the Democratic Party. Period. Anyone that doesn’t vote for this bill will be accused of racism by the 4.13 million Puerto Ricans living in the US and headed up and inflamed by the Democrats.

The New Progressive Party of Puerto Rico is pushing this vote and it is their party platform. According to Wiki, “The New Progressive Party of Puerto Rico (NPP) is a political party that advocates for Puerto Rico’s admission to the United States of America as the 51st state.”

This is another Democrat trick. Send emails or call your reps today…tomorrow will be to late! If this passes, will this again prove that no one reads the bill?

According to Majority Leader Steny Hoyer (D-MD), the House will vote on H.R. 2499, the Puerto Rico Democracy Act, later this week. The legislation provides Puerto Rico a two stage voting process and makes some non-resident Puerto Ricans eligible to vote on Puerto Rican statehood. This legislation has rigged the process in favor of making Puerto Rico the 51st state and is not a fair way to force statehood on a Commonwealth whose people may not want it. Furthermore, this may be an expensive proposition for the American people who are already on the hook for approximately $12.9 trillion in national debt.

This bill attempts to rig the voting process and denies the American people a real say on the issue of whether they want to allow Puerto Rico to be granted statehood. The fact of the matter is that Puerto Ricans have rejected statehood numerous times and this bill seems to have been written in a way to fast track statehood without a majority of Puerto Ricans favoring the idea.

Furthermore, the people of the United States should be allowed a vote on whether they want to admit Puerto Rico as a new state. If the people of Puerto Rico can vote, the people of the United States should have a vote.

The legislation contains many questionable provisions. First, the legislation sets up a voting process rigged for success. The legislation sets up a preliminary vote and the voters are given two options. If a majority of Puerto Ricans vote in favor of changing the status of the Commonwealth of Puerto Rico to “a different political status,” then a second vote would be scheduled to poll voters on the following three options:

1.“Independence: Puerto Rico should become fully independent from the United States;”

2.“Sovereignty in Association with the United States: Puerto Rico and the United States should form a political association between sovereign nations that will not be subject to the Territorial Clause of the United States Constitution;” and,

3.“Statehood: Puerto Rico should be admitted as a State of the Union.”

Clearly, a plurality of the people of Puerto Rico could vote for “Statehood” without a majority of the people voting ever supporting the idea. The people of Puerto Rico have rejected statehood three times and it seems that this vote is set up to allow a simply plurality of the people to carry the day.

Another odd provision allows non-resident Puerto Ricans to vote on statehood for the Commonwealth. The bill states that “all United States citizens born in Puerto Rico who comply, to the satisfaction of the Puerto Rico State Elections Commission, with all Commission requirements (other than the residency requirement) applicable to eligibility to vote in a general election in Puerto Rico.” Residency requirements may be waived, because Puerto Ricans living in the states would naturally favor statehood for the Commonwealth.

This provision allows non-resident Puerto Ricans to undermine the will of the residents of the Commonwealth. According to the U.S. Census, there are more Puerto Ricans residing in the 50 states, than in the proposed 51st state. The estimates as part of the American Community Survey estimates that out of the 301 million people in the United States, 4.13 million are of Puerto Rican descent. The Census also estimates that the population of Puerto Rico is a mere 3.97 million. This would allow for the will of the residents of the Commonwealth to be overridden by people who have chosen to move to one of the 50 states.

The Congressional Budget Office (CBO) put out a report dated July 28, 2009 on H.R. 2499. The CBO report estimated that there would be no score for this bill, because it only authorizes a vote, but if Puerto Rico was granted statehood the cost would be massive. My boss, Edwin Feulner wrote in 1997 piece titled Do We Need a 51st State? “in an era of government downsizing and balanced budgets, it would increase entitlement spending (welfare, Medicare, Social Security) by an estimated $3 billion per year, according to the Congressional Budget Office.” Those arguments still hold water today. The Lexington Institute argues that “Puerto Rico, which received $18 billion in direct federal expenditures in FY 2008, has a population with a median national income of $17,741, nearly a third below that for the United States. While eligibility for many major federal social programs is the same in both jurisdictions, others, like the Food Stamp Program, include different eligibility requirements. This would likely result in increased federal expenditures should statehood be achieved, but a lack of comparable data makes cost projections for such changes difficult.” It is clear that the cost of statehood to the taxpayers will be high.

The Puerto Rico Democracy Act has some serious flaws. The votes seem to be set up in a way that favors statehood. The two provisions that allow a plurality of Puerto Ricans to vote for statehood to be ratified and the allowing of non-resident Puerto Ricans to vote in the plebiscite is of deep concern to those who favor a fair vote and referendum on statehood. A vote by members of Congress is not enough to indicate consent of the American people for Puerto Rican statehood. If the Obamacare vote and secretive procedure is instructive, many Members of Congress are willing to defy the will of their own constituents.

    Quietly sailing through the House this week is yet another piece of partisan stealth legislation aimed at manufacturing more Democrat power at the expense of the American people, the economy and the country.

    But still, desperate to create new Democrat voters and elected officials, the left is now aggressively setting the stage for the creation of a 51st state.

    Due to its dense population of poverty-stricken minorities, Puerto Rico can be counted on to vote overwhelmingly for Democrats and all their handouts, and their representation will also consequently outnumber that of 25 other existing U.S. states.

    Meanwhile, with Puerto Ricans having an average income of less than half that of our poorest state, they will instantly become eligible for dozens of our welfare programs. Truckloads of taxpayer dollars will also have to be perpetually dumped into the territory, by federal law, to bring it up to American infrastructure and environmental standards.

    This will also force the U.S. to become a bi-lingual country overnight, which will produce a whole new set of problems.

    Yet this bill would force another vote — and if Puerto Ricans reject statehood again, the Puerto Rican government (which is controlled by the rabidly pro-statehood New Progressive Party) would be authorized to conduct additional plebiscites every eight years, forever — in other words, until they finally get the results they want. There would only be two choices in the first new plebiscite: continuation of the status quo or “a different political status.” If the “different political status” choice wins, then a second plebiscite will be held in which the only choices will be statehood, independence, or “Sovereignty in Association with the United States,” whatever that is supposed to mean.

    …no majority is required to win this second vote, just a plurality. So Puerto Ricans could be forced into statehood (or independence) even if only a minority of voters are in favor of it. And the vote is further rigged by specifying that anyone born in Puerto Rico will be able to vote — even if they are not residents. There are more expatriate Puerto Ricans living in the U.S. than there are in Puerto Rico. According to ProEnglish, the cost of additional federal benefits and entitlements to Puerto Ricans if the island becomes a state would be more than $7 billion a year.

    Robert DePosada, a senior adviser to the National Coalition of Latino Clergy and Christian Leaders, says that if the NPP gets what it wants in the plebiscites, it will then elect senators and congressmen and send them to Washington to “demand” their seats the same way Tennessee did in 1796 (this is in the party’s platform). The party’s leader and former island governor has said that members of Congress will then be forced to support statehood to “avoid being accused of bigotry against Hispanics.” So the plan is to rig an election and then extort approval from Congress of Puerto Rico as the 51st state.

    • The way I understand this, in the past, Puerto Ricans voted against statehood because they currently enjoy something like the best of both worlds: They get federal benefits but they don’t pay the sort of federal taxes that We the People must. However, if you read this bill carefully, you will see that they are given only two sets of choices:

      1. Status quo or Change

      2. If Change, then now choose among

      Independence (no more US federal benefits)

      New alliance (probably no more US federal benefits. Not yet defined, but will be made as unappetizing as possible, no doubt, because there is wording about losing “territorial” status.)

      Statehood (US benefits, plus voting rights, plus representation, plus get to enjoy redistribution of US wealth, plus (with all Zero’s changes) probably will never hit the threshold where any individual Puerto Rican has to pay US taxes instead of making money via “tax credits.” What a deal! But not for We the People, who will have to pay for all these Third World new “citizens”.)

      In sum: The first two choices will certainly be rejected by most Puerto Ricans, leaving them with Statehood. And it looks as if all any option needs is one vote more than 1/3 of the total votes.

      How dishonest and shameful can these guys get?

      Bottom line: Even IF the Puerto Ricans show up in DC with “senators” and “representatives”, the US Congress STILL has to vote to admit them as a state. At that point, the rubber will meet the road.

    No Member of Congress who describes himself as a limited government, fiscal conservative should be casting a YEA vote for H.R. 2499, as Puerto Rican statehood would cause an immediate increase in federal expenditures, particularly for taxpayer-funded welfare state services.

    Amid a national debate over Arizona’s tough new immigration law, Republican Alabama gubernatorial candidate Tim James (and son of previous Gov. Fob James) vows in a new campaign ad that if he’s elected, he’ll give the state driver’s license exam only in English, as a cost-saving measure. “This is Alabama; we speak English,” he says in the ad. “If you want to live here, learn it.”

    “I have come under attack and under assault by a very interesting group of far-left reporters,” he said Monday, according to the Birmingham News. He said English exams are a public safety issue, to ensure drivers can read signs.     Arizona COMMUNIST appeals for help to fight illegal immigration bill

    Leading Tuscon Communist Party USA member, Carolyn Trowbridge has appealed for Party help in fighting Arizona’s new “get tough on illegal immigration” Bill (SB 1070).

    Writing in the Peoples World of April 26, Trowbridge who triples as chair of the Communist Party’s Women’s Commission , vice president of the Arizona ACLU and as a leading immigration activist, expressed her anger at the new law.

    “We are tired of being the laughing stock of the U.S., we are tired of being threatened, we are more than tired, WE ARE REALLY PISSED OFF. And we want the rest of you to also be pissed off. One reason our legislature and governor think they can get away with this crap is that no one else in the country is paying attention or cares.”

    Trowbridge went on to compare the Bill, which merely seeks to enforce already existing federal guidelines, with Apartheid and even “ethnic cleansing”.

    “So we can use some loud voices in support of the national economic boycott of Arizona called by Raul Grijalva. Already the American Immigration Lawyers Association has dropped plans to hold their convention here.     The move will “protect the identity of all Puerto Ricans born on the island, and at the same time help the federal government with national security issues,” Luis Balzac, spokesman for the Puerto Rico Federal Affairs Administration, said in a phone interview with AOL News.

    • That is weird..they will issue 5 million new birth certificates because of “national security issues.” What security issue? Are they too easy to photoshop like the Usurpers?

      Who are all those people that are using Puerto Rican birth certificates to get passports and where are they originating from? 40% of all fraudulent cases involve them. Have they found that these were being duplicated in suspect countries?

    H.R. 2499, the Puerto Rico statehood bill was brought to the House this week after a surprise announcement last Thursday. Debate on this bill has been severely limited by the way Democratic Leaders are managing the process. Democratic Puerto Rican Members of Congress are being shut out of the process and will be severely limited in their ability to debate the bill and offer amendments. Under the current Democratic Leadership, there will be less opportunity for Members and for the people of Puerto Rico to gain a better understanding of the bill.

    So, what is up with this Puerto Rico statehood bill?

    In my opinion, this bill is the political equivalent of a shady Goldman Sachs derivative: It’s secretive. It lacks transparency. It’s likely to blow up down the road and cause systemic risk to our democracy. And those who put this political derivative together don’t really tell you what this is really about and will play dumb when it explodes.

    I get more time to debate renaming a Post Office than I will get to debate a bill that could make Puerto Rico the fifty-first state.

    Catholic Church Facilitates Foreign Invasion

    Many Americans don’t realize that the U.S. Conference of Catholic Bishops (USCCB), which receives a federal tax exemption as a non-profit entity, gets one-third of its annual $146 million budget from the government.

    The controversy over Arizona’s immigration law should be used to highlight the shameful role of the Roman Catholic Church in facilitating the foreign invasion of the U.S.

    This scandal deserves as much attention as the seemingly never-ending cases of sexual child abuse involving priests.

    In a major embarrassment for followers of the U.S. Catholic Church, Cardinal Roger Mahony of Los Angeles compared Arizona’s new law to “German Nazi and Russian Communist techniques.” He actually wrote this on his personal blog, under the headline, “Arizona’s Dreadful Anti-Immigrant Law.”

    Mahony is described by the Los Angeles Times as “a nationally influential figure who heads the nation’s largest Roman Catholic archdiocese with 4.3 million members.” In other words, he is not a fringe player. Indeed, he is typical of Catholic Church leaders.

    Why do Catholic officials want to encourage illegal immigration? The answer is quite simple. Most of the illegal aliens are Catholics. Plus, the church makes lots of government money by hosting and serving the immigrants.

    These facts are considered by some to be anti-Catholic, which is why you seldom read or hear about them in the major media. But the fact is that millions of American Catholics are disgusted and outraged by the Catholic hierarchy’s statements and antics on this issue. They are organizing across the country.

    Powerful Forces Now Calling for Constitutional Convention

    Arguing the advantages of the Con Con, Fruth says, “Can you imagine the excitement in the nation leading up to the Convention? Schools will have to dust off history books which teach how our nation was founded. Many people for the first time will read the Constitution. The issue will be discussed at length, exposing what happened to our country over the years.”

    Fruth then scoffs at our fears of a Con Con and efforts to stop it. He says, “Simply, it is not reasonable to assume there can be enough delegates sent to a convention who will propose amendments which ‘repeal the Bill of Rights’ or ‘legalize socialism.’ Even if they did, the amendments would never be ratified,” concludes Fruth.

    Anticipating opposition to his scheme for a Con Con, Fruth says that those who opposed the effort in the 1980’s, to call for a Con Con for a balanced budget amendment, told the American people that the delegates at the convention can “change the Constitution any way they want.” Argues Fruth, “We know that is not true.” He says, “it is both irresponsible and disingenuous for anyone to publicly say that the convention can change the Constitution.” And he says, “any recommended changes must be approved by three-fourths of the states.”

    These are the arguments now being presented to every single state legislator and Governor in the nation as Fruth and ALEC put on a full-court-press to call for a Constitutional Convention. While the intention may be an honest desire to reign in the power of government, the fact remains that every one of these arguments for a Con Con is wrong.

    The fact is, once 34 states petition Congress to convene a Constitutional Convention, the matter is completely out of the States’ hands. There is absolutely no ability to control what the delegates do in the convention. Attempting to instruct delegates to discuss only a specific issue like a balanced budget – or the whole package offered by the 10 Amendments for Freedom group — is absolutely impossible. Instead, once the convention starts, the delegates become super delegates which can take any action they desire concerning the Constitution. In short, at the convention the Constitution can be literally put on an operating table and the delegates can take a “scalpel” (pen) to it and change any section or even the entire document if they desire.

    What proof do I offer? Here are the exact words of Article V of the Constitution: “…on the application of the Legislatures of two thirds of the several States, (Congress) shall call a Convention for proposing Amendments, which…shall be valid to all Intents and Purposes, when ratified by the Legislatures of three fourths of the several States.”

    Article V gives absolutely no guidelines as to how it will be run, how delegates can be selected and who can do the selecting. Once the 34 states make the request, the entire matter is in the hands of Congress to decide. It does not matter if the states passed resolutions as Fruth proposes, containing absolute guidelines for delegate selection. The Constitution provides no rules -…..

    • It was a worthwhile article Peach. I don’t think this is the time for a Con-con since the agenda can’t be controlled. Great ideas for additions, but amendments and or laws would work instead. I think it would be frightening to have the Marxists/communists do anything to tamper with the real document. They are the ones that believe it is outmoded and should be a “living” document and it should change. At this point, change is not a word that is associated with anything positive. I cringe when I hear it…even when it involves pennies, nickles, and dimes!

    I wonder how much they are paid for their participation today. Union members…not working? Why isn’t the union helping them out? Perhaps they are using those union dues to pay them to carry a sign.

    Is the MSM carrying the stories about them? Are they saying there are 20,000 people there instead of 200? Is it a case of reverse counting and exaggeration compared to Tea Parties?

    • Just a short segment on Cavuto’s show on FOX and saw a sign that said:

      So Van Jones’ group is present. Was the guy advertising Apollo as the Looter or just saying he was representing Apollo? I am extremely concerned that it appears that there weren’t any white people in the crowd as they panned the audience. Is the AFL-CIO racist?

  14. We the People are holding up the vote on Puerto Rico so far because of the calls and emails to Reps according to Beck! Congressmen were said to say, “they lied to us.” Meaning those that were sponsoring the bill.

    The vote has been rescheduled several times already. Now it should happen around 6 pm EST. He is watching the Congress and giving updates.

    • This is confusing. Read that article I linked. This reporter says the second vote in Puerto Rico will have FOUR options, not the three previous noted. The reporter says they will again be allowed to vote for the status quo. One wonders how they will decide which is the winning choice? 25% plus one vote? Was the bill amended? I don’t see that on the legislature’s website, but they may be behind in transcription.

    Many of the cars that once stopped in the Home Depot parking lot to pick up day laborers to hang drywall or do landscaping now just drive on by.

    Arizona’s sweeping immigration bill allows police to arrest illegal immigrant day laborers seeking work on the street or anyone trying to hire them. It won’t take effect until summer but it is already having an effect on the state’s underground economy.

    “Nobody wants to pick us up,” Julio Loyola Diaz says in Spanish as he and dozens of other men wait under the shade of palo verde trees and lean against a low brick wall outside the east Phoenix home improvement store.

    Many day laborers like Diaz say they will leave Arizona because of the law, which also makes it a crime to be in the U.S. illegally and directs police to question people about their immigration status if there is reason to suspect they are illegal immigrants

    Standing near potted trees and bushes for sale at a Home Depot in east Phoenix, Diaz, 35, says he may follow three families in his neighborhood who moved to New Mexico because of the law. He says a friend is finding plenty of work in Dallas.

    Jose Armenta, a 33-year-old illegal immigrant from Mexico’s western coast, is already planning to move to Utah within the next 20 days because of a combination of the economy and the new law. “A lot of people drive by,” he says as he watched nearby cars speeding past, “and they yell, ‘Hey, go back to Mexico!'”
